The County of Prince Edward is developing its Community Improvement Plan (CIP), a framework to guide municipal incentives that can spur economic investment.
Sierra Planning & Management has been retained by the County to develop a CIP, ensuring the CIP programs align with current legislation, the County’s strategic priorities, best practices across Ontario municipalities, and the community's evolving needs. The project seeks to align planning tools with economic development priorities, listen to and incorporate input from the local business and development community, and develop clear, accessible and measurable municipal incentive programs.
The CIP is likely to propose incentive programs and eligibility criteria for areas such as:

Background:
In 2011, the County developed a Creative Rural Economy Community Improvement Plan (CIP) to support the County’s creative rural economy. The plan established a County-wide CIP Area. The PEC Official Plan guides the County to review its CIP every five years.
In 2024, Prince Edward County developed an Economic Action Development Plan (EDAP) that supports the development of a CIP to incentivize property improvement activities that contribute to EDAP goals of supporting an all-season economy, economic diversification and strengthening the agricultural sector.
The CIP update will:
Identify current issues that face the County’s business and development community within the County-wide CIP Area;
Review the 2011 CIP programs and develop new incentive programs to support community priorities and emerging sectors; and
Tailor incentive programs to specific areas such as commercial downtowns, industrial areas and rural properties, to help the County prioritize its investments.
The CIP is intended to support the Economic Development Action Plan's goals of:
Strengthening the County’s year-round economy
Supporting business investment and property improvements
Aligning planning tools with economic development priorities
Improving clarity and accessibility of municipal incentive programs
What is a Community Improvement Plan (CIP)?
A CIP is a tool available to municipalities under Section 28 of the Planning Act. CIPs are vehicles for facilitating revitalization and redevelopment efforts in a defined area(s). To carry out CIPs, municipalities can establish grants, loans, and other programs to encourage private sector investment in development and renovation projects which seek to improve areas in accordance with local goals and priorities.
How can a CIP help business and property owners?
Private property owners and businesses in designated CIP areas can take advantage of the financial incentive programs contained in CIPs to achieve a range of community improvement goals such as improving property façades and redeveloping property.
