Overview

The County of Prince Edward is reviewing the Wellington Secondary Plan.

The municipality is undertaking the review and update to ensure that the policies, land uses, and mapping in the existing Wellington Secondary Plan align with applicable legislation, policies, and local needs, including but not limited to:

  • the Provincial Planning Statement 2024;
  • the Official Plan for Prince Edward County 2021;
  • the new Wellington Heritage Conservation District 2023
  • Bill 185, Cutting Red Tape to Build More Homes Act, 2024
  • Bill 23, the More Homes Built Faster Act, 2022
  • Bill 109, the More Homes for Everyone Act, 2022
  • Bill 108, the More Homes, More Choice Act, 2019

What is a secondary plan?

A secondary plan is a land use plan for a particular area of the municipality that is prepared subsequent to an official plan as an amendment. Typically, a secondary plan provides more detailed development policies for the area it covers but still meets the intent of the parent Official Plan document. There are development policies in the current secondary plan that apply to specific Wellington residential areas, mixed use (commercial/residential) areas, employment areas, park and open space areas, environmental protection areas, waste management areas, transportation, village design, cultural heritage, housing, economic development, and more.

The current Secondary Plan serves the following purposes:

  • It outlines a vision for Wellington’s long-range physical development that reflects the aspirations of the community and professional judgement of the planning team while managing the effects of such development on the social, economic, and environmental well-being of the community;
  • It provides strategies and specific implementing actions that will allow this vision to be accomplished;
  • It establishes a basis for assessing whether specific development proposals and public works are in harmony with Plan;
  • It allows the County, other public agencies, and property owners to coordinate and design projects that will enhance the character of the community in support of the Secondary Plan policies;
  • It provides the basis for establishing and setting priorities for relevant studies, plans, and programs that will implement the Plan;
  • It reflects and is consistent with the 2014 Provincial Policy Statement; and
  • It reflects and is consistent with the general intent and purpose of the County Official Plan.

The Plan provides the framework within which decisions on how to grow, provide public services and facilities, and protect and enhance quality of place are to be made. The Plan provides the basis for the passing of municipal by-laws, administration of the planning process, and the matters to be considered in the evaluation of land development.

Get Involved

The Municipality will engage the community throughout the review process. Engagement activities will include a public open house workshop, a statutory public open house, and a statutory public meeting under the Planning Act. Updates will be provided below and draft documents posted for review as they become available.
