The County of Prince Edward is taking action on climate change as a participant in the Partners for Climate Protection(External link) (PCP) program. The input and feedback from the public is crucial as the municipality and the community work toward creating a Climate Action Plan for both mitigating and adapting to the impacts of climate change at both the municipal and community level.

Background

County Council declared a climate emergency in 2019(External link). In 2021, the municipality took another step in implementing effective measures to mitigate climate change when it became an active member of the Partners for Climate Protection (PCP) program.

The PCP program is a national network of more than 500 municipalities with the shared goal of taking action against climate change and reducing local greenhouse gas emissions. As a member of the PCP program, the municipality is committed to meeting five milestones over the next 10 years:

  • Milestone 1: Creating a greenhouse gas (GHG) inventory and forecast
  • Milestone 2: Setting emission reduction targets
  • Milestone 3: Developing a Local Action Plan
  • Milestone 4: Implementing the Local Action Plan
  • Milestone 5: Monitoring and evaluating progress

These steps are followed by the corporation and by the community in a collaborative approach to developing a plan to address climate change. Municipal staff are leading the portion of the action plan aimed at reducing the GHG emissions within the local government's direct control or influence. The Climate Action Plan Working Group(External link) is responsible for quantifying the GHG emissions generated within the community as a whole.

Public Consultation

In order to get the broadest possible input from the community, a series of upcoming public consultation events will ensure that proposed actions reflect the wishes of County residents:

  • Saturday, March 22, 10 am - 12:00 noon – Ameliasburgh Town Hall
  • Saturday, March 29, 10 am - 1 pm – Wellington and District Community Centre
  • Wednesday, April 2, 3 - 4 pm – Youth engagement at The ROC in Picton
  • Wednesday, April 9, 4:30 - 6:30 pm – Milford Town Hall
  • Saturday, April 12, Time TBC – Prince Edward Community Centre in Picton

At each of the consultation events, participants are invited to:

  • Learn more about the work being done by County staff and the Climate Action Plan Working Group
  • Explore the initial GHG findings
  • Put forward their views on proposed actions as well as their own suggested remedies. All viewpoints will be taken into account as we develop the way forward for the County.

    The County of Prince Edward is offering a Municipal Climate Internship opportunity from January 2025 – July 2025.

    The internship, hosted by Environment Leadership Canada (ELC), is open to anyone between the ages of 18 and 30.

    Through this full-time, six-month internship, the intern will develop a deep understanding of how the municipality operates and contribute to Prince Edward County’s work to tackle climate change. The successful candidate will become well-versed in municipal government and politics through research, communications, mentorship, and project work.

    The County is looking to attract a diverse range of dedicated community volunteers to serve on the newly formed Climate Action Plan Working Group.

    The municipality is seeking up to four members of the public to serve on the working group.

    The County in 2021 joined the Partners for Climate Protection (PCP) program(External link). The PCP program is a national network of over 400 municipalities with the shared goal of taking action against climate change and reducing local greenhouse gas emissions.

    As a member of the PCP program, the County is committed to meeting several milestones over the next 10 years. The Climate Action Plan Working Group will support the Environmental Advisory Committee and the Corporate Green Task Force in the development of the community focused initiatives of the PCP program and will work concurrently with staff on the five milestones.

    To be eligible to serve on the Climate Action Plan Working Group, applicants must be a Canadian citizen, or permanent resident, property owner, or business owner in Prince Edward County that is 16 years of age or older.

    Interested candidates are asked to complete the Climate Action Plan Working Group application form available on the County’s website(External link).

    The deadline to apply to the Climate Action Plan Working Group is 11:59 pm on Monday, December 4, 2023.

    A working group is an assembly of interested people, led by a chair, working together to determine the best strategic ways to impact a specified subject, as determined by the Terms of Reference.(External link)

    County Council has committed to a 20 per cent reduction of greenhouse gas (GHG) emissions generated as a result of the municipality’s operations and services by 2033, using 2019 as the baseline year.

    Council also endorsed the vision of the municipality becoming carbon neutral by 2050.

    Municipal staff will develop a comprehensive action plan to achieve this target. Residents and stakeholders will be engaged throughout the process to ensure that there is active participation in the emission reduction efforts.

    In 2019 County Council declared a climate emergency. To address the emergency, act on climate change, and implement effective measures to mitigate its impact, the municipality became an active member of the Partners for Climate Protection program(External link) in 2021. The program outlines a five-step milestone framework that helps municipalities develop and implement action plans for reducing greenhouse gas emissions at both the corporate and community level.

    The County is forming a new Climate Action Plan Working Group under the Environmental Advisory Committee, which will focus on the community-based action plan. Details on the working group and recruitment will be available on the County’s website(External link) in the coming days.
