Comprehensive Zoning By-law Review
The County of Prince Edward is reviewing its Comprehensive Zoning By-law. The process will result in a new Comprehensive Zoning By-law to replace Zoning By-law (No. 1816-2006) as amended, which was first adopted by Council in 2006.
The Comprehensive Zoning By-law review will be undertaken in three phases.
- Phase 1: Review and Analysis (Winter 2023)
- Phase 2: Summary Report and Draft Zoning By-law (Spring - Spring 2024)
- Phase 3: Refinement and Finalization (Summer - Fall 2024)
There will be opportunities for community engagement throughout the process, including a public open house workshop, a statutory public open house, a statutory public meeting under the Planning Act, and the review of draft documents as they become available. The County anticipates completing this review in late 2024.

The open house will take place at the Ameliasburgh Town Hall (13 Coleman Street) from 7-9 pm.
The public open house is an opportunity for members of the community to get involved and provide preliminary input. This will be part of the first round of several open houses and public meetings that will be held in locations across the County in the coming months.
A zoning by-law is a legal document that establishes detailed standards for how a property may be developed. The County is undertaking the review in order to modernize the County’s zoning requirements, with consideration for new or revised definitions, zones, and development standards (e.g. building, lot, and parking requirements). The review will support the vision for future development in Prince Edward County and capture emerging planning issues.
The public open house will follow the similar format and topics as the first public open house held March 29 in Picton:
- A brief presentation, beginning at 7:30 pm, by the County’s project consultant, WSP, including an overview of the Zoning By-law Review project, work plan, and summary of the draft discussion paper prepared for the project.
- An open question and answer session with the project team and discussion on various zoning issues that the County is considering as part of the review.
Future public open houses will go into further depth on proposed zoning as it relates to individual properties.

The draft discussion paper covers the following topics:
- Overview of Zoning By-law Review process and community engagement approach
- Review of existing planning policy and legislation, municipal policies, relevant documents, and mapping
- Conformity review of the existing Zoning By-law with the County’s current Official Plan
- Key zoning topics and issues to be addressed through the review.
The draft discussion paper will be presented to the community at the public open house on Wednesday, March 29, 2023. Comments related to this document will be accepted until April 12, 2023.

A Zoning By-law is a legal document approved by County Council that regulates the use of land within a community. The by-law implements the land use objectives and policies of the County’s Official Plan and helps manage potential conflicts between land use. It also provides detailed standards for how a property can be used and may be developed within the community.
The Zoning By-law Review is an opportunity for the first thorough examination of the document since amalgamation. It gives the municipality the chance to develop a more cohesive and modern document that reflects the community now and where it is heading over the next several years.
The County is also required to undertake a review of its Zoning By-law to conform to, and implement, the Official Plan. The updated Official Plan for Prince Edward County was approved by Council in February 2021 and received final approval in July 2021 by the Ministry of Municipal Affairs and Housing.
WSP has been retained as the planning consultant to support the County’s Zoning By-law review. Through this review, the municipality will seek to address any existing technical errors in the current Zoning By-law, improve clarity and enforceability, respond to changes in upper-level legislation, and align the zoning by-laws with the County’s Official Plan.
Members of the public and stakeholders will have an opportunity to attend the first scheduled public open house in March 2023. More details will be announced in the coming weeks.
