Comprehensive Zoning By-law Review

The County of Prince Edward is reviewing its Comprehensive Zoning By-law. The process will result in a new Comprehensive Zoning By-law to replace Zoning By-law (No. 1816-2006) as amended, which was first adopted by Council in 2006.

The Comprehensive Zoning By-law review will be undertaken in three phases.

  • Phase 1: Review and Analysis (Winter - Spring 2023)
  • Phase 2: Summary Report and Draft Zoning By-law (Spring – Summer 2023)
  • Phase 3: Refinement and Finalization (Fall 2023 - Winter 2024)

There will be opportunities for community engagement throughout the process, including a public open house workshop, a statutory public open house, a statutory public meeting under the Planning Act, and the review of draft documents as they become available. The County anticipates completing this review in Winter 2024.

  • Final zoning strategy and survey results now available

    The final Zoning Strategy is now available for review. Click here to view the document.

    The final Zoning Strategy incorporates the input received from the second round of consultation with County staff, external agencies and organizations, and members of the community. It also includes an ‘As We Heard It’ summary of the feedback received in Phase 2 of the engagement program for the Zoning By-law Review. The summary also includes the results of the survey that was conducted in June-July 2023.

    Next steps in the project will be preparation of the County’s new Draft Zoning By-law. The recommendations from the Zoning Strategy and feedback heard in Phase 1 and 2 of the project will form the basis of updates for the Draft Zoning By-law.

    The Draft Zoning By-law will be made available for public review in Fall 2023 and will be presented at a future public open house in the County in late Fall 2023.

  • Online survey open; public open house follow-up

    Thank you to all who attended the third public open house at the Highline Hall in Wellington on Tuesday, June 20.

    For those who were unable to attend, but wish to participate, the presentation and display boards are available to view at the links below:

    An online survey is now open. The survey deadline is Friday, July 14 at 11:59 pm. Click here to fill out the survey. The input collected will inform the final zoning strategy recommendations that will inform the new zoning by-law.

    The Zoning Strategy will be finalized and posted to this Have Your Say page in the coming weeks. The Final Zoning Strategy will include an ‘As We Heard It’ report, which will include a summary of the input received as part of the survey. The next phase of work will include preparation of the Draft Zoning By-law, which is anticipated to be ready for public review in Fall 2023.

  • Draft Zoning Strategy now available for review

    The draft Zoning Strategy, prepared in support of the County’s Zoning By-law Review, is now available for review.

    The draft Zoning Strategy builds on the discussion paper released in May 2023.

    The draft Zoning Strategy covers the following topics:

    • Proposes recommendations and options for updates to the County’s Zoning By-law
    • Documents research and best practice reviews to inform how various key zoning issues will be addressed
    • Proposes a methodology for the review of the County’s existing Special Zones (i.e. site-specific exceptions)
    • Offers a proposed template for the County’s new Zoning By-law.

    The draft Zoning Strategy will be presented to the community at the public open house taking place on Tuesday, June 20. Comments related to this document will be accepted until Friday, July 7.

    An online public survey will also be launched on Wednesday, June 21 and will cover some of the topics presented in the draft Zoning Strategy. Following the open house on June 20, the presentation materials and a link to the survey will be made available on Have Your Say.

  • Third public open house for Zoning By-law review June 20 in Wellington

    A third public open house for the Comprehensive Zoning By-law review project is set for Tuesday, June 20.

    The open house will take place at the Highline Hall, Wellington and District Community Centre (111 Belleville Street), from 7 - 9 pm.

    The public open house is an opportunity for members of the community to get involved and provide input on the proposed recommendations and options for preparation of the County’s new draft Comprehensive Zoning By-law.

    A zoning by-law is a legal document that establishes detailed standards for how a property may be developed. The County is undertaking the review in order to modernize the County’s zoning requirements, with consideration for new or revised definitions, zones, and development standards (e.g. building, lot, and parking requirements). The review will support the vision for future development in Prince Edward County and capture emerging planning issues.

    The format of the public open house will be as follows:

    • A brief presentation, beginning at 7:30 pm, by the County’s project consultant, WSP, including an update on the Comprehensive Zoning By-law Review work plan, and summary of the draft Zoning Strategy prepared for the project.
    • Launch of the public survey that will seek input on various zoning issues and recommendations that the County is considering as part of the review.
    • An open question and answer session with the project team.

    A kid’s table with colouring pages and activity sheets will be provided.

    The draft Zoning Strategy will be made available for review on the Have Your Say project page on June 13, 2023.

  • Discussion paper finalized

    The discussion paper has been finalized and can be viewed by clicking on this link.

    The final discussion paper incorporates the input received from initial consultations with County staff, external agencies and organizations, and members of the community. It also includes an 'as we heard it' summary that provides an overview of the feedback heard in Phase 1 of the engagement program for the Zoning By-law Review.

    The discussion paper will form the basis for preparing the Zoning Strategy, which will delve deeper into specific zoning issues, outline a series of recommendations for potential changes to the Zoning By-law, and include a proposed document template.

    The Draft Zoning Strategy will be made available for public review in June 2023 and will be presented at a future public open house in the County. Be sure to check back for updates.

    The open house will take place at the Ameliasburgh Town Hall (13 Coleman Street) from 7-9 pm.

    The public open house is an opportunity for members of the community to get involved and provide preliminary input. This will be part of the first round of several open houses and public meetings that will be held in locations across the County in the coming months.

    A zoning by-law is a legal document that establishes detailed standards for how a property may be developed. The County is undertaking the review in order to modernize the County’s zoning requirements, with consideration for new or revised definitions, zones, and development standards (e.g. building, lot, and parking requirements). The review will support the vision for future development in Prince Edward County and capture emerging planning issues.

    The public open house will follow the similar format and topics as the first public open house held March 29 in Picton:

    • A brief presentation, beginning at 7:30 pm, by the County’s project consultant, WSP, including an overview of the Zoning By-law Review project, work plan, and summary of the draft discussion paper prepared for the project.
    • An open question and answer session with the project team and discussion on various zoning issues that the County is considering as part of the review.

    Future public open houses will go into further depth on proposed zoning as it relates to individual properties.

    A draft discussion paper has been prepared in support of the County’s Zoning By-law Review. The draft discussion paper covers the following topics:

    • Overview of Zoning By-law Review process and community engagement approach
    • Review of existing planning policy and legislation, municipal policies, relevant documents, and mapping
    • Conformity review of the existing Zoning By-law with the County’s current Official Plan
    • Key zoning topics and issues to be addressed through the review.

    The draft discussion paper will be presented to the community at the public open house on Wednesday, March 29, 2023. Comments related to this document will be accepted until April 12, 2023.

    We welcome your participation at the first Public Open House, which will provide an opportunity to learn more about the project and the Zoning By-law, the Draft Discussion Paper, and how to provide input. At the Public Open house, County staff and WSP, the County’s consultant, will be available to answer questions and obtain comments. Additionally, a kid’s activity table and colouring pages will be provided!
