Background

At the March 11 Committee of the Whole meeting, staff from the Planning and Building departments presented a joint report about setting a new fee structure for both planning and building application fee structure. Council directed Planning staff to consult with the public, agencies, and business that may have an interest in offering feedback as staff develops the new planning application fee structure.

The goal of this public consultation is to obtain comments and opinion to guide the development of a new planning application fee structure.

Staff have created a draft planning fee structure for the public to review and discuss. To develop the draft planning fee structure, staff compared the current fee structure against that of a number of comparator and local municipalities. Staff also did an internal review of the time and costs associated with reviewing different planning applications. Staff have proposed an indexing fee of 2 per cent to any approved structure so that fees remain current and in keeping with inflation.

Along with the fee structure, staff are seeking public input on a potential revision of the Cost Acknowledgement Agreement that is required for any planning application submission. This agreement allows the municipality to recover costs once work exceeds that which is outlined in Appendix A of the agreement.
