Planning Application and Review Process

The County of Prince Edward is considering several changes to the planning application and review process. The municipality wants to ensure that all concerned parties have opportunities to provide and receive input much earlier in the planning process.

Background

At the Committee of the Whole meeting on March 25, 2021, Council received a staff report and directed staff to develop a new planning process. The staff report outlined a number of potential changes. They include:

  • Formalizing a pre-consultation process whereby more internal departments would evaluate a proposal in advance of its formal submission. View the proposed flow chart
  • Ensuring transparency by circulating the application to the relevant internal departments and external agencies
  • Providing a location on the County website where everyone can access the information associated with an application
  • Notify as many potentially affected residents as possible by circulating notices in more newspapers as well as increasing the public notification distances in the rural areas of the County.

Staff are also proposing the elimination of public information reports in favour of applicants holding public information sessions where they would present their projects and answer questions from the public. The statutory public meeting required under the Planning Act would be the Planning Committee Meeting and would only be held after the initial public meeting and when the assigned Planner has completed an analysis of the project.
