Consultation has concluded

The municipality is undertaking a Heritage Conservation District (HCD) study within the Wellington Urban Centre.

Heritage planning consultants Bray Heritage are leading the study to assess whether Wellington meets the requirements of an HCD designation under the Ontario Heritage Act. The HCD designation is the best tool Ontario municipalities have for managing change in beneficial ways.

Draft Study Conclusions and Recommendations

The draft study has been released for public review. The Wellington downtown core study area, as defined in the study, has been determined to meet the province's criteria for designation as a Heritage Conservation District. The study recommends that Council proceed with the next step towards designation, which is for a consulting team to prepare a Heritage Conservation District Plan that would lay out the policies and guidelines for managing change in the district.

    Notice of Electronic Public Meeting -- Thursday, April 29, 2021 at 1 pm

    In accordance with any requirements for giving notice under the Ontario Heritage Act, Committee of the Whole will meet to hold a public meeting to consider the Wellington Heritage Conservation District Study.

    As physical public attendance is not permitted at this time due to COVID-19 restrictions, we invite the public to participate virtually or make written comments to Cristal Laanstra, MCIP RPP, claanstra@pecounty.on.ca, prior to the meeting. A live stream of the meeting will be available on the County’s YouTube channel.

    Members of the public who wish to speak at the public meeting, via Zoom, can register by contacting clerks@pecounty.on.ca by noon on Wednesday, April 28. Upon registering to speak at the meeting, members of the public will be emailed a unique link and directions for participating in the meeting via Zoom meeting.

  • County launches Heritage Conservation District study for Wellington

    Picton – The County of Prince Edward is undertaking a Heritage Conservation District (HCD) study within the Wellington Urban Centre.

    “Maintaining the municipality’s rural and historic character remains a priority for Council,” says Steve Ferguson, Mayor, County of Prince Edward. “This study will allow us to engage the community in a conversation about what precisely makes Wellington special and in need of particular care.”

    Heritage planning consultants Bray Heritage will lead the study, which will assess whether Wellington meets the requirements of an HCD designation under the Ontario Heritage Act. The HCD designation is the best tool Ontario municipalities have for managing change in beneficial ways. The Picton Main Street area received HCD designation in 2013.

    Through public workshops, focus groups, and interviews, Bray Heritage will examine the character and appearance of Wellington and make recommendations regarding the geographic boundaries of the area to be designated. The consultants will also identify the objectives of the designation and consider any changes that will be required to the Official Plan and municipal by-laws.

    “This study and possible HCD designation is not about freezing Wellington in time. The intent is to make clear the types of changes that best suit the village while providing the policies, the processes, and the information necessary to make those changes,” Mayor Ferguson says.

    Public consultation will take place over the next several months. Details and further information about those meetings will be posted on the County website. The study is expected to take a year to complete.
